Balochistan Board of Intermediate and Secondary Education, Quetta was established in 1976. Despite progress in certain areas particularly in terms of automation, it is regretted to observe that still BBISE is dependent on the Rules and Regulations of sister Boards. Owing to absence of clear legal and procedural framework, BBISE has been facing serious credibility crisis. Instead of some comprehensive and foolproof mechanisms, the emphasis has mostly been on adhocism and firefighting which can never ensure organizational effectiveness and efficiency.

Honorable Chief Minister Balochistan gave me his policy direction in a brief but comprehensive manner, "Mr. Chairman, I need reforms in BBISE and you will have my full support." Now, the word "reforms" has no limits. However, I believe that with the help of my team, I will be able to:

• Develop a Manual of Regulations of BBISE.
• Ensure access to equal opportunities to participate in the activities of BBISE through Smart Human Resource Portal. The Portal is inclusive and all the human resource will be shortlisted digitally discouraging monopoly of vested interest groups.
• Commence a comprehensive capacity building program for core and outsourced staff.
• Ensure periodic audit, transparency and efficacy assessment of different branches of BBISE.
• Develop and publish Post Examination Evaluation Reports.
• Improve networking and liaison with other stakeholders through integrated approach.
• Arrange awareness sessions for students, teachers and other stakeholders at district level.
• Launch mass media campaign, behavioral change sessions and structural reforms to curb the curse of cheating.
• Gradually move towards paperless working models including E-Marking.
